The current 7 th Pay Commission which came into force in 2016 will experience the final Dearness Allowance (DA) increase in September 2025, effective July 1. It is expected to increase by 3 percent and this will boost DA to 58 percent, benefiting 48 lakh employees.
Why DA Hike Matters
DA is used to combat inflation such that the purchasing power of salaries is maintained. The July 2025 increase will be calculated and based on the Consumer Price Index (CPI-IW), which will assist the employees to cope with increasing costs prior to the 8th CPC.
Salary Increase Impact
A 3 percent increase in DA on a basic salary of 18,000 will be increased by 540 (3 percent) to give a total of 28,440 with allowances. A 50,000 minimum wage is increased by 1,500, up to 79,150, which increases the amount of take-home pay remarkably.
Arrears for July–September
The September 2025 DA increase will incorporate July through September arrears to be paid in October. On a 18,000 basic pay, arrears amounting to 1,620 give a financial buffer against the cost of celebrations.
No Fitment Factor Hike
Unions insist that the fitment factor should be increased by 2.57 to 3.68 to earn a minimum salary of 26,000. Nevertheless, following the 8 th CPC in 2026, the increase in the fitment factor should not be seen in 2025.
8th CPC Transition
The 8 th Pay Commission which was passed in January 2025 will substitute the 7 th CPC in 2026. DA will read zero, and combine with basic pay, and may raise the minimum salary to ₹41,000 -51480.

Prepare for Changes
The 2025 DA increase is a transient stay, yet the 8 th CPC is coming. Effective monitoring of plan finances should be done by employees, whose October payslips have arrears, and who monitor dopt.gov.in to ensure that it is updated.
